The government only gets involved and takes tax returns over debt you owe them - like child support or possible an old student loan that you won't pay.  I would think that this tax refund is not something they could possibly have access to.  Now keep in mind that if you refuse to cooperate and work on paying back the money - the collector may get with the court and pursue garnishment of bank account or wages..

Since this debt was created in the U.S. I doubt that chinese law officials/judges would recognize anyone's collection attempt since you aren't bound under chinese laws to pay this debt..  I've never heard of such a collection attempt being tried.  Also, since this debt is quite small they will most likely just write it off...

		<description>I came to US as an international graduate student 5 years ago and lived in wisconsin for 4 years. One year ago I went back to my home country, China, with approx. $17k cc debts. ($6k on citi, $6k on chase, $3k on discover, $2k on bank of america) 

I didn't plan to raid these cards, and was making monthly minimum payment thru the last 12 months. Catastrophic things jumped on my life recently that made me unable to continue my monthly payback. 

My question is, since the cc companies knows my address in china, will they hire or sell my debts to some international collection agencies and haunt me with their fullest efforts? in case this goes to court, will they sue me in the chinese court?

i have no intention of going back to the States (don't have us permanant residency), my life had been wrecked. all i wanted is a tranquil life with some dignities left. thanks in advance for your advice.

Now the question...with judgement coming soon,can they garnish my upcoming federal income tax return?I do not work but I file jointly w/ my husband. If my judgement isn't paid by tax time...can the keep our refund?</description>

Anywho look into it with your county courthouse and go from there.  I doubt they have a warrant for arrest over such a small matter.  Remember the court just wants your attention and cooperation even if there is a warrant.  The court isn't interested in you sitting in court away from your job.  So call them and see if they have any info..
